Whether a shrub or tree is in the wrong place or site plans dictate, transplanting can be done easily AFTER the bush/tree goes dormant, after leaves drop.
Here’s an article that gives necessary steps to accomplish this safely. (I am not a proponent of transplanting evergreens that have not been prepared with root pruning earlier in the season) But, those in root balls or pots are fine to plant.
